Having said that, I would encourage you to start pitching your story to individuals and engaging in creative dialogue sooner rather than later (yes, I’m afraid, the earlier the better). Some of the most valuable discussion and feedback you can get as a writer is at the point of ‘conception’ rather than at the first draft. So much value is already discernible in the originating ‘premise’. Conversely, one can go wildly off track if your basic story idea isn’t distilled to an essence upfront.
